China proposes rules for improving energy efficiency of distribution transformers

The "Plan" aims to implement the "Twelfth Five-Year Plan" for energy conservation and emission reduction and the "12th Five-Year Plan" for industrial energy conservation, promote the development and promotion of high-efficiency energy-saving distribution transformers, and promote the upgrading of the distribution transformer industry structure, thereby comprehensively improving distribution Energy efficiency level of electric transformers.

A few days ago, Guo Zhenyan, vice chairman of China Electrical Equipment Industry Association and director of the Beijing Institute of Electrical Technology and Economics of the Machinery Industry, specifically introduced the main tasks and measures for implementing the Plan.

Guo Zhenyan said that the "Plan" aims to increase the use of high-efficiency distribution transformers at the end of use, and its goal is: by the end of 2016, a total of 300 million kVA of high-efficiency distribution transformers will be promoted and 280 million kVA of high-energy distribution transformers will be eliminated. High-energy-consumption distribution transformers of S9 and below models with a running time of more than 15 years.

Make full use of financial subsidies to promote the promotion of high-efficiency distribution transformers. Continue to implement the fiscal subsidy policy for the promotion of high-efficiency distribution transformers for energy-saving projects. According to the published GB20052-2013 "Limited Values and Energy Efficiency Ratings for Three-Phase Distribution Transformers" and other energy efficiency standards for distribution transformers to be developed soon, expand the scope of promotion of high-efficiency distribution transformers and increase financial subsidies for high-efficiency distribution transformers. . Encourage local government departments to introduce differentiated energy-saving products to promote the subsidy policy for distribution transformers for the Huimin Project, and further accelerate the promotion of the use of high-efficiency distribution transformers.

Encourage distribution transformer enterprises to achieve technological innovation. Implement the relevant series of standards for distribution transformers, and prohibit distribution transformer companies from producing high-energy-consumption distribution transformers with energy efficiency levels below three. Introduce incentive policies for distribution transformer technology innovation, provide policy incentives and encourage market priority promotion of high-performance distribution transformers with core technology intellectual property rights, promote manufacturing companies to enhance technological innovation research and development capabilities, strengthen enterprise process manufacturing level improvement, and foster A group of large-scale backbone enterprises with large scale, good efficiency and high market share.

Develop recommended directories for high-efficiency distribution transformers. Set the access conditions for the recommended catalog of high-efficiency distribution transformer products, and actively guide users to choose reliable and efficient distribution transformers through the recommended catalog, so as to achieve two-way incentives for users and manufacturing enterprises. At the same time, strengthen inspection and testing, certification evaluation, quality supervision and energy efficiency review, and ensure that all new high-efficiency distribution transformer products meet the high-efficiency distribution transformer energy efficiency standards through the management of energy efficiency grade filing of distribution transformers.

Gradually improve the elimination mechanism. Users and other related units shall work out a work plan that suits their actual conditions as soon as possible and report it to the Ministry of Industry and Information Technology for the record and organize its implementation. The third is to combine the elimination of high-energy-consumption distribution transformers with the goals and missions of global CDM (clean development plan) projects, and preferentially launch assistance programs in the power, steel, manufacturing, chemical, metallurgical, and building materials industries to promote independent installation of enterprises. Formulate a road map for elimination. Make full use of administrative, market, economic and other means to promote the gradual withdrawal of backward and inefficient distribution transformers from the application market. By the end of 2014, complete all kinds of old and outdated S7 series and below, which have been included in the "High Energy Consumption and Backward Mechanical and Electrical Equipment (Products) Elimination Catalogue" (the first batch) of the Ministry of Industry and Information Technology, and have been online for more than 20 years. Elimination of distribution transformers; Before 2015, complete the elimination of high-energy-consuming S7 series and SC (B) 8 series of distribution transformers; Before 2016, complete the elimination of S9 series distribution transformers that have been on the grid for 15 years or more task. Encourage enterprises to actively eliminate high-energy-consuming distribution transformers that have been operating for more than 10 years.

Establish a recovery mechanism for eliminating obsolete transformers. Formulate classification standards, scrapping standards, and technical specifications for recycling and dismantling of distribution transformers; support the establishment of large-scale and standardized waste distribution transformer recycling bases in various provinces and cities. Encourage a group of enterprises specializing in transformer recycling, dismantling and reuse, and promote the elimination of the fixed-point recovery compensation mechanism for waste distribution transformers.

Improve the recycling supervision system for the elimination of waste transformers. Strictly control the reasonable reuse of the waste materials eliminated from the old transformers, and ensure that they no longer directly enter the transformer manufacturing process. Reliable quality silicon steel sheets are used on small reactor iron cores with no energy consumption requirements; the insulation oil is recycled and used in other industrial fields; electromagnetic wires, foils and other relatively precious metal materials are delivered to the electromagnetic through a uniform conversion method Wire or foil processing factories can reasonably offset or directly apply to other industrial fields that require copper.

Establishing a mechanism for reducing energy consumption as soon as possible

According to Guo Zhenyan, the energy consumption reduction management mechanism should be established as soon as possible to promote the improvement of energy efficiency of distribution transformers.

Guo Zhenyan said that the "Plan" was proposed to adopt different methods of declining energy consumption management for power grid companies and industrial enterprises according to different users of distribution transformers, and establish a long-term mechanism for improving energy efficiency. Grid companies use year-by-year reductions in comprehensive line losses of the distribution network as the main assessment index; industrial users use the power consumption per unit product as the main assessment index. When setting the target of decreasing energy consumption, according to the previous year's power grid company's distribution network loss index and the average power consumption level of enterprises in various industries, the next year's decreasing target will be implemented according to the overall target to ensure the feasibility of the decreasing target.

Its goal is to solve the bottleneck problem that affects the production of high-efficiency distribution transformers, promote the upgrading of the distribution transformer industry, and improve the industrialization capacity of high-efficiency distribution transformers.

Promote several main tasks: solve the bottleneck problems of low productivity and poor quality stability of amorphous alloy core materials. The first is to vigorously support the research and development of domestic amorphous alloy iron core materials, improve the output and performance of amorphous alloy strips, meet the needs of China's efficient distribution transformer production, and improve the core of China's amorphous alloy iron core distribution transformer products. Competitiveness, focusing on supporting scientific research to solve the core technical problems of amorphous alloy strip performance stability, reducing brittleness and annealing temperature. The second is to guide grid companies and industrial enterprises to purchase amorphous alloy iron core distribution transformers to support the development of amorphous alloy distribution transformer enterprises.

Solve the bottleneck problems of low performance and poor stability of high performance silicon steel sheet. Actively support Baosteel, Wuhan Iron and Steel and other enterprises to improve the manufacturing process of high-performance silicon steel sheets, accelerate the development of silicon steel sheets with superior performance, increase the output and stability of high-performance silicon steel sheets, and improve the technical level of China's metallurgical industry. Meet the needs of China's high-efficiency distribution transformer production and improve the core competitiveness of China's high-efficiency distribution transformer products.

Solve the bottleneck problem of low production capacity of three-dimensional continuous winding iron core transformer. Actively support the three-dimensional core winding equipment manufacturing enterprises, distribution transformer core manufacturing enterprises and scientific research institutes to jointly strengthen the research on the winding core tooling technology, accelerate the development of better-performing three-dimensional continuous core winding equipment industrialization and higher levels of Manufacturing technology, increase the depth and intensity of "specialization and industrialization" integration, increase the capacity and production efficiency of three-dimensional coil cores, and improve the performance and technical level of China's basic equipment.

Solve the bottleneck problem of insufficient design ability of distribution transformer system. Actively guide distribution transformer manufacturing enterprises, scientific research institutions, universities and other institutions to develop industry-university-research cooperation mechanisms, optimize the design of distribution transformers, encourage the application of 3D and computer simulation design systems, and improve the performance of all aspects of distribution transformers Level, thereby comprehensively improving the energy efficiency level of distribution transformers.
