Recently, the National Standardization Management Committee issued an announcement saying that since February 1, 2016, China has a total of 12 national standards for the wind power industry and 5 national standards for the photovoltaic industry. Coincidentally, the National Development and Reform Commission recently issued a document to abolish 7 relevant normative documents for the wind power and photovoltaic industries. In addition, on January 13, the National Energy Administration organized a review meeting of the “Outline of Quality Supervision and Inspection of Wind Power Generation Projects” and the “Outline of Quality Supervision and Inspection of Photovoltaic Power Generation Projects” (for approval). At the beginning of the new year, the top-level design of wind power and photovoltaic industries has come one after another, which has set a good start for the healthy development of China's wind power, photovoltaic and other new energy equipment industries in 2016.
Improve wind power equipment certification standards and capabilities
At present, the entire wind power equipment industry still has problems such as lack of core competitiveness and disorderly market competition. In terms of the construction of the standard system, the wind power industry still has problems such as lack of standards, inconsistent standards, and derailment with international standards, such as the lack of a standard system for wind power operation and maintenance services, the urgent need to improve the offshore wind power standard system, and the lack of the right to speak of Chinese standards in the international market. problem. These issues can be improved through macro-control of the industry and increased independent innovation, and the release of national standards will make these issues evidence-based.
In the national standards for the wind power industry to be implemented from February 1, this year, the wind farm monitoring system communications, direct-drive permanent magnet wind turbines, offshore wind turbines, typhoon-type wind turbines, and protective coatings for wind power facilities Technical specifications have related standards, which solves the problem of lack of standards in China's wind power industry, especially the offshore wind power industry to a certain extent.
It is worth mentioning that there are currently three organizations that have been approved by the China Certification and Accreditation Administration to carry out wind power equipment certification work: Jianheng Certification Center, China Classification Society Quality Certification Co., Ltd. and China Quality Certification Center. But on the whole, China ’s wind power equipment certification standards still need to be unified and perfected, and technical means and experience need to be further improved. The upstream and downstream industries need to use effective standards to effectively regulate the development of the industry, in order to improve the recognition of China ’s wind power equipment among international peers. Knowledge.
"Because of the centralized installation of the wind power industry, after several years of operation, some units have reached the time to guarantee the quality. As a result, the issue of the quality assurance of the units has gradually become apparent. Unclear acceptance standards and inadequate acceptance methods have led to wind power development companies and There are differences between wind power machine manufacturers, which makes it difficult for the unit to guarantee the quality of the unit, which in turn leads to a delay in the recovery of the warranty money, which increases the pressure on the capital chain of the machine manufacturer and brings difficulties to the normal development of the enterprise. " Wu Zhan, general manager of Wind Energy Co., Ltd., said in an interview with China Electric Power News that in response to this problem, it is necessary to improve and unify the acceptance standards as soon as possible, reach an industry consensus, and establish industry standards for the issue of unit warranty.
Standardized manufacturing improves the quality of photovoltaic equipment
According to the public data of the China Photovoltaic Industry Association, as of the end of 2014, about 30% of the photovoltaic power stations in China had failed in quality. In the northwestern region, the biggest problems with photovoltaic power stations are the long-term high temperature leading to a decrease in module power (10 ~ 13%) and the surface covered by sand and dust affecting the efficiency of power generation. At present, the life cycle of photovoltaic power plants on the market is generally 25 years, but whether the quality of various types of modules supporting the power plants can support 25 years is a question mark.
In June 2015, the National Energy Administration, the Ministry of Industry and Information Technology and the State Administration of Accreditation Administration jointly issued the "Opinions on Promoting the Application of Advanced Photovoltaic Technology Products and Industrial Upgrade" to strictly implement the market access standards for photovoltaic products. Beginning in 2015, photovoltaic modules and grid-connected inverter products used in photovoltaic power generation projects that enjoy state subsidies should meet the relevant index requirements of the “Specification Conditions for Photovoltaic Manufacturing Industry”. The National Energy Administration began to implement a "Leader" special plan, aimed at improving the quality of China's photovoltaic equipment and increasing industry concentration.
"The quality problem of photovoltaic products is caused by multiple factors. The product model is single, the testing methods are not perfect, the system construction is lagging behind, and the policy linkage is insufficient. The most urgent problems currently restricting the development of the industry have been to improve the overall level of industry technology and strengthen product quality control "Said Wang Bohua, secretary general of the China Photovoltaic Industry Association. Therefore, in the future, relevant national departments and industry associations need to continuously regulate the development order of the photovoltaic industry, strengthen the construction of supporting systems, and strengthen the linkage of policy implementation.
The photovoltaic market industry chain has a pyramid structure. The photovoltaic industry chain includes five links: silicon materials, silicon wafers, cells, battery modules, and application systems. The upstream is the silicon material and silicon wafer links; the midstream is the battery chip and battery component links; the downstream is the application system links. In the selection of photovoltaic power plant equipment, it also includes components, backplanes, inverters, packaging materials, combiner boxes, transformers, and many other equipment. Complex manufacturing systems require stricter manufacturing, process, and process standards to regulate.
